Canada has a federally mandated animal ID system on all livestock for this very reason. The US has 50 systems and different systems for different breeds, species, and etc. Some states such as Co. required a much more comprehensive ID system than did your state of MN. until recently. Part of the health programs that NAEBA and the USDA have worked on for the past 15 years or so have required this type of system. However they are useless if the individual states don't enact them.
